Instructions

NOTE: Only comments submitted in accordance with the seven instructions below will be accepted and transmitted to the writing teams for consideration.

1. Each Member State or entity may submit one set of written comments. If you have additional comments, please send a revised version of this spreadsheet. 
2. Comments must be submitted using the template provided in this document.
3. The document containing the comments must be saved in .xlsx format.
4. All comments must be in English.
5. For Member States, comments must be submitted either through the Permanent Mission to the United Nations, or through designated National Focal Point for the Regular Process.
6. Comments must be submitted to the secretariat of the Regular Process by e-mail (temnova@un.org; doalos@un.org) no later than midnight (New York time) on Thursday 12 June 2025.
7. Please provide in the box below the details of a person the secretariat can contact in case there are any questions.

Third World Ocean Assessment (WOA III)

The Third World Ocean Assessment (WOA III) is one of the outputs of the third cycle of the Regular Process for Global Reporting and Assessment of the States of the Marine Environment, including Socioeconomic Aspects. 

The 18th meeting of the Ad Hoc Working Group of the Whole has been convened in accordance with the programme of work for the period 2021 to 2025 for the third cycle of the Regular Process. This programme of work was adopted by the Ad Hoc Working Group of the Whole on the Regular Process during its thirteenth meeting in October 2020 and endorsed by the General Assembly through its resolution 75/239 of 31 December 2020 on 鈥淥ceans and the law of the sea鈥�. The 18th meeting of the Ad Hoc Working Group of the Whole held on 27 March 2023 at the United Nations Headquarters in New York endorsed the following documents:

• The comprehensive annotated outline of the World Ocean Assessment(s) containing a summary of content and format (CLEAN VERSION);
• The proposed scope of the next World Ocean Assessment(s); 
• The list of expertise needed for the writing teams;
• The assessment of potential gaps and overlaps in expertise and the way to manage them.
• Guidance for writing teams of the third World Ocean Assessment (WOA III)
• Call for Expressions of Interest for Collaboration in the Digitalization of WOA III
• List of writing teams for the third World Ocean Assessment (WOA III)
